Dr. Carter earned his B.S. in Criminology, Law, and Justice from the University of Iowa in 2019, and his Ph.D. in Criminal Justice from Michigan State University in 2024. His research centers on policing, with a focus on crime prevention and traffic enforcement, and developing research partnerships with police agencies to elevate the overall quality and fairness of their practices and procedures using evidence-based solutions. His recent research has appeared in the Journal of Quantitative Criminology, Justice Quarterly, Criminology & Public Policy, and Criminology.
